The relationship between Fascist Italy and the Independent State of Croatia (NDH)—the puppet state established by the Ustaše regime in 1941—was characterized by deep friction, competing territorial ambitions, and a deeply troubled "alliance". The Nature of the Alliance • The Axis Framework: Following the April 1941 Axis invasion and dismemberment of Yugoslavia, Italy and the NDH were formally aligned within the Axis sphere, tied by the Rome Treaties signed by Benito Mussolini and Ante Pavelić in May 1941. • Italian Territorial Claims: Italy forced the NDH to cede vast swaths of the Adriatic coastline and Dalmatia (including parts of coastal Croatia, Šibenik, Split, and the Bay of Kotor), which caused immediate resentment among Croats. • The Puppet Monarchy: Italy attempted to exercise direct influence over the NDH by installing Prince Aimone, Duke of Aosta (named King Tomislav II of Croatia), though he never actually set foot in the country.
